Documents for Proof of Citizenship and Residency
Voters registering for the first time in Arizona are not fully registered until they have met the proof of citizenship and residency requirements mandated by statute.
Most voters will satisfy both proof of citizenship and proof of residency by using their Arizona Driver’s License or AZ-issued ID. Below are all the documents that satisfy proof of citizenship and residency.
- Voters who fail to provide proof of citizenship when registering will have their registration rejected. Our office will hold Voter Registration forms in suspense until the day after Election Day. After that, voters will need to submit another registration form.
- Voters who fail to provide proof of residency will be registered as a Federal Only voter if all other requirements are met. Federal Only voters are only eligible to vote in federal elections.
- If a voter fails to provide proof of citizenship and wishes to vote on Election Day, they can vote a provisional ballot. They have until 7 pm on Election Day to provide the necessary proof of citizenship for their ballot to count if all other requirements are met.
- If a voter is missing proof of residency and wishes to vote in local and statewide elections on Election Day, they will be asked to vote a provisional ballot and if they show proper identification, their registration will be updated as having provided proof and they will become a full-ballot voter, and their ballot will be accepted.
If a voter does not have these citizenship documents, they may still register to vote in Federal Only elections, by using the Federal Registration form. English Form | Spanish Form

Documents to Prove Citizenship
- Valid Arizona Driver’s License issued after October 1, 1996
- Non-operating license issued after October 1, 1996.
- Legible copy of a valid birth certificate. If the name on the birth certificate is not the same as your current legal name, submit supporting documents (e.g. marriage certificate)
- Legible copy of the pertinent pages of your passport
- U.S. Naturalization Documents
- Alien Registration Number
- Naturalization Certificate Number
- Citizenship Certificate Number
- Indian Census Number, Bureau of Indian Affairs Number, Tribal Treaty Card Number or Tribal Enrollment Number
- Legible copy of your Tribal Certificate of Indian Blood or Tribal or Bureau of Indian Affairs Affidavit of Birth
- Last 4 digits of Social Security Number (only available for those registering for the first time)
Documents to Prove Residency
- Valid Arizona Driver’s License
- Nonoperating ID (“AZ-issued ID”), regardless of whether the address matches the address on the Voter Registration Form, even if the AZ-issued ID lists only a P.O. Box.
- Nonoperating identification number that is properly verified by the county recorder.
- Any Tribal Identification document, including but not limited to:
- Census card
- Identification card issued by a Tribal government
- Tribal Enrollment card
- These documents are acceptable regardless of whether the Tribal Identification document contains a photo, a physical address, a P.O. Box, or no address.
- Tribal members and other Arizona residents are not required to have a standard street address for their home to satisfy A.R.S. § 16-123.
- Written confirmation signed by the registrant that they qualify to register pursuant to A.R.S. § 16-121(B), regarding registration of persons who do not reside at a fixed, permanent, or private structure. Use the No Address Confirmation Form
- A person who is otherwise qualified to register to vote shall not be refused registration or declared ineligible to vote because the person does not live in a fixed, permanent, or private structure. A.R.S. § 16-121(C). A person who does not reside at a fixed, permanent, or private structure may use any of the following places as their registration address:
- A homeless shelter to which the registrant regularly returns
- The place at which the registrant is a resident
- The county courthouse in the county in which the registrant resides; or
- A general delivery address for a post office covering the location where the registrant is a resident
- Valid federal, state, or local government-issued ID with a photo, name, and address
- Bank or credit union statement
- Utility bill
- AZ vehicle registration or vehicle insurance card
- Property tax statement
- Any mailing that is labeled as "Official Election Mail"
- Voter Registration card sent pursuant to A.R.S. § 16-163(B)
- Recorder’s Certificate of status
