Ballot By Mail Notice
State law requires that we send notices to all Pima County registered voters on the Active Early Voting List 90 days before Primary Elections to make voters aware that they will be sent a ballot by mail. It also serves as notice that voters may have to choose a partisan ballot, depending on their party affiliation.
The notice can be used to:- Opt out of a particular election
- Make changes to your address
- In some cases, choose a ballot style (see below for more information.)
- Update your signature
- Ballot by Mail relies on our ability to compare your affidavit signature with up-to-date signatures in your voter file. This notice is an opportunity to update your signature with our office.
The U.S. Postal Service cannot forward Official Election Mail, according to state law. The forms offer an opportunity to change your permanent address or give us a temporary address where you can receive Official Election Mail for the Primary and General elections.
If you have no changes, no action is necessary.

If you are staying at a place for a short time, including traveling for work or visiting family, you may choose a temporary address where we can send your ballot.

I’m an Independent/Party Not Designated Voter. Can I still vote in the partisan races?If you are not a member of a recognized political party – Democratic, Republican, Green, No Labels or Libertarian - you may choose a ballot for a party with an open primary. In this election, you may choose a Democrat , Republican, or No Labels ballot by using this form to select a ballot that allows you to vote in those races.
I've registered to a party but you are saying I am not. Why?If you are registered to a party that is not recongized, you are considered to be unaffiliated and you will be treated the same as a Party Not Designated/Other voter. If that party gains ballot recognition, then you will automatically be sent a ballot with that party’s races on it.
Why can’t I request a ballot from any party?Some parties have “closed” primaries. Only voters registered with those parties may participate in their primaries. In 2026, Democratic, Republican and No Labels are having open primaries.
Can I skip the Primary Election?Yes. If you live in a city or town holding an election, those nonpartisan races will also be included on your ballot. If you select the “City/Town Ballot Only” option on your notice, you will get a ballot that only has races for your local jurisdictions – City Council, School District, Fire District, etc.
A friend of mine is a registered voter but didn’t receive this notice. Why not?Only registered voters on the Active Early Voting List will receive a notice. All voters are encouraged to check their voter registration ahead of any election. Anyone may add themselves or be removed from the AEVL by submitting so in writing. For primary elections, voters who are not registered with a recognized political party must select which ballot they want. The available options on the form include Republican ballot, Democratic ballot, No Labels ballot and City/Town‑only ballot if local nonpartisan races or issues are on the ballot. Cities and Towns who hold elections in Federal Election years are: Town of Marana, Town of Oro Valley, Town of Sahuarita and the City of South Tucson. City of Tucson holds their own elections in odd numbered years!

To make sure it is Official Election Mail from the Recorder's Office, look for:
- The name of the Pima County Recorder, Gabriella Cázares-Kelly
- Our return address
- The words “Official Election Mail authorized by the U.S. Postal Service”
